uninstall, meaning doing a framework shutdown or should it just remove the app from marathon (leaving frameworkID active)? - Any concern that this will be confused with
dcos service upgrade
from dcos-core-cli.

- That command doesn't exist AFAICT https://github.com/dcos/dcos-cli/blob/master/cli/dcoscli/service/main.py#L34
