Duh. I just answered my own question.

So?! What is the answer? I performed a sudo gem install foreman, same problem.

If you followed the link, you'd see that it does require Foreman.

It also seem that for me:
sudo heroku plugins:install git://github.com/ddollar/heroku-config.git
doesn't work, but:
sudo heroku plugins:install https://github.com/ddollar/heroku-config.git
does.

Weird. It's usually the other way around because a lot of public networks block git:// urls.
