The PSO basic_numpy example does not use toolbox.map to evaluate the fitnesses. So it is not exactly a bug, but more of a design choice. Since there is only five particles, we have not considered using a parallel evaluation when we implemented this toy example. This applies to every PSO example.
That said, I have written a small patch that can be applied to basic_numpy.py. It simply extracts the evaluation from the second for loop and replaces it by the assignation of the fitness previously computed with toolbox.map.
We could consider applying a similar patch to every pso example to make them all parallel ready.
