The files (as seen in the snippet above) use a packed date-only format: YYYYMMDD.

That format isn't recognized by DH as a date-time format; to get the import to automatically work, we need to use a format that DH does automatically recognize. One such format is YYYY-MM-DDT00:00:00 UTC, so I've fixed the Python script that generates these files to produces that format.

Luckily, this is okay because the GSOD data is normalized to UTC at the source. Otherwise, we'd have to shift things around and wiggle them for each location/city we're reporting; they'd all be different, and some of the data is so old that it crosses the adoption of summer time, or the across eras where summer time observation was adjusted. (Yikes.)
