Typically, /usr/local (and /usr/local/bin) is user-writable and it's /usr/, /usr/bin that's owned by root. If you give yourself ownership of /usr/local (chown -R whoami /usr/local) this script should work.

Ok, in case you were serious, sorry for being rude.
/usr/local/ and /usr/local/bin/ are always owned by root and have permission set to 755. I doubt there is a single unixy OS out there where this is not the default. Executing a chown on these directories is a total no-go.

Homebrew expects that because their installer sets /usr/local/'s group to "admin" and group permissions to "rwx":
