Import_device() implemented in 9dc6ce6

Added a global pyfimm.import_device() (creates a pyfimm object pointing to the fimmwave Device) and Project.import_device() (which copies the device into the referenced project).

In general, pyfimm.import_project() is the way to open a saved project file. This is already implemented in ab90295.

THEN you call import_device() or import_waveguide() and grab the dev/wg in the opened project file.

Closing this issue since import_project() allows opening files. See separate issues for opening WG's(#4)/Devices(#2) for progress on those.
