Yes, you really have a permissions problem.
- All server files should be owned/readable/writable by the Steam user and the server itself should be running there.
- Also the ssh user you use to connect should be the Steam user.
- Don't forget the /tmp/workshop/.... folder where the maps for your servers are located.
- Also, make sure that the Steam user can operate the server service. So give him the permissions for the pavlovserver services as well.
In this case you should have no problems :D
