This SVC isn't really used with official retail titles, those titles just do "r0 = format string", "...", then NOP. And since svcOutputDebugString is basically just a wrapper for a NOP, I don't think implementing that SVC in ctrulib is really needed.

actually, given what you're saying @yellows8, i don't see why not implement it. it won't do anything on real (retail) hardware but it will be helpful when debugging stuff on emu, similar to the no$gba console, so why not.
@neobrain if you want to go ahead and create a pull request for the change i'll be happy to merge it in.
