v1.21.1 has just been released which fixes an issue with dflook/terraform-new-workspace and Terraform v1.1.0.

There is still an open terraform issue specifically about creating a new workspace using the remote backend when there are no existing workspaces.

I think this issue is resolved, but I'm leaving it open in case of any reports to the contrary.

Is it possible to downgrade the version of terraform to a previous version? Would that solve the bug temporarily?

@krzysztof-kabat-mns You can certainly pin terraform to an earlier version, see the dflook/terraform-version docs to see the ways it can be set.

I may make a patch release of the actions to make the default 1.0.x if not otherwise specified. I'm sure it would then break for people using v1.1.0 features already, but that's probably a smaller group of people than it's broken for now.

Hi @erzz, thanks for opening this issue. I'm having the same problem and believe it's a regression in terraform which i've raised here.

Just to confirm my understanding, when it fails there are no workspaces in the backend at all? Or are there other workspaces, but you are creating a new one?

We use the same bucket for all dev workspaces. So there are many pre existing workspaces, but when we are creating a new workspace for a branch-based environment is when it fails.

Glad to hear you can reproduce it. Like I say it's not a big deal for us when we can pin to 1.0.x but definitely something funny going on with 1.1.x
