Yes, you can use permissions to control which users have access, or to remove the functionality completely, you can modify which mixins you link to the model.

e.g.

# Export only
class BookAdmin(ExportMixin, admin.ModelAdmin):
    pass

# import only
class BookAdmin(ImportMixin, admin.ModelAdmin):
    pass

Great solution, but perhaps it would be even better if users with only read access didn't see the import button, while those with read and write access could still see all the buttons.
