Does setting .import_order solve the issue for you?
Ah I re-read and see that you said it doesn't help.

I was looking through the changes made to v4 and believe it has to do with a change in the Resource.get_fields method here:
django-import-export/import_export/resources.py
Lines 142 to 146 in 6db364b
Where previously, it was ordered according to the export fields:
django-import-export/import_export/resources.py
Lines 357 to 362 in 7683e92
from django-import-export.
