Should be pretty easy to do by modifying WaveManager.getPermissions() to have a 
special case for [email protected].  Patches welcome.

Do you suggest to create something similar to the "shared participant" like in 
waveinabox.net?

Yes.  As I understand it, that means participant ids with empty local parts 
(such as @example.com) give access to all users with the same domain.  We 
should also support [email protected] to mean "public to anyone" since some 
imported waves have that participant with that meaning.

I updated getPermissions with the public participant ([email protected]). 
However, the only way to access it is to go to "link" (while accessing it), get 
the wave id, then go to localhost:8080/wave?id=<the id>, which is full-screen.

I haven't submitted a patch for it yet. Should I submit a patch, or first get a 
better way to access public waves?

If there are no patches in existence for this, I would like to work on it.  I 
intend to write my own non-authenticated landing page, with some public waves 
presented as a site guide, but will do so in a separate project, so I can 
commit any changes needed as an independent test platform instead.  

I will submit a patch for this when it's ready, unless someone else has already 
done so.  If I start my own git working branch, should I do so on googlecode or 
github?

I'm fine with whichever method you prefer.  I do recommend that you base your 
work on the full-text-search branch, though, since that branch will become the 
default as soon as App Engine's full text search is available to everyone.
