Are you using some remote client to do this? If you are using our client, the command must be run in a repo with a dokku remote or it'll assume the first argument is the app name, so it might be treating your key/value pair as the app name.

Same error with or without the app name. Yes, it's your remote client.
It works without the flag:
dokku --no-restart config:set A=a B=b
Will connect to [email protected]:ff
ff
! `ff` is not a dokku command.
