The issue is server assumes only 1 modal can exist at a time, but if we load two pages that open modals, like
at once time, we will have two modals open. THe server will only save 1, and therefore the client can only close 1. Once we close that server thinks there are no more modals, but indeed there are!
We need to preserve this state for each tab/session.
