This same issue i faced on studio 2019 also after Installing dotnet-sdk-3.0.100-preview3-010431-win-x86
Solution: 👍
I figured out that somehow studio is unable to recognize sdk3.0 even though it's installed in the proper path
then i found that the above installer installs the core3.0 with name of folder as 3.0.100-preview3-010431 because of this studio is unable to resolve the version and subversion of the sdk hence it fails , work around for this is i renamed the installed folder from 3.0.100-preview3-010431 -> 3.0.100 and it worked for me. Hope we change the way installer creates the folder name/ studio identifies all the sdks in the given default path.

You need to check the Use Preview SDKs options in Tools -> Options -> Project and Solutions -> .NET Core.

Yeah unfortunately, we don't make it obvious. Hopefully we can improve this.

Yes since MS web site suggests to install VS 2019 to use 3.0 it should have been enabled by default. 😞
