There does not look to be much that can be done about that without implementing the structure stuff.
Apparently there is another API that handles the source code structure. This also is used to implement the formatting stuff.

Jetbrains has approved the release containing this fix. Let me know if this fixes the issue.

One small nit though, when invoking the comment action on, say, Rust it adds the comment starting at the indent where the original text was:
