If you're not talking about #11, or some other unreported issue, then whether or not there will be artifacts and how many there are in the output video depends on a lot of factors like the rate of the source video, its resolution, whether it contains scene changes, or if there's large variations in motion, etc.
I wrote a little more about "robustness of image" and gave some tips to improve it in the upcoming release's documentation that you can read here. But in general, if you need artifact-less frames, use -sm, but that has some drawbacks itself. See my link for more info about that.
