For that step, create a folder named "build" inside the source directory.
BF is meant for Windows 10 only. I've never built BF on Windows 8 before so I can't tell you if building on it is even possible, or how it will perform when you run it if you somehow get it to build. You can still try, but I can't promise you anything will work.
The steps to build on Windows will change drastically in a future version. If you know how to install MSYS2 MinGW packages by hand then there's custom PKGBUILDs for opencv2, the Khronos OpenCL loader, and BF that I've made in the 0.2.4 branch that you can use to automate the build and install process.
