Your migration looks fine to me. However, when your migration is run, I noticed that it is attempting to create foreign keys. ActiveRecord itself does not support foreign keys without extra gems. By any chance are you using SchemaPlus or something similar?

I am indeed using SchemaPlus. I'll try disabling this gem and let you know.

adding
SchemaPlus.setup do |config|
config.foreign_keys.auto_create = false
end
to the schema_plus initializer seemed to fix the problem. Thanks for the pointer!
