Just tried reproducing this locally and failed. Seems to be only happening in staging?

I've been able to reproduce this in staging. I've updated the repro steps to be more clear. It's not consistent, so I'm inclined to think it's a concurrency issue. It's possible this is resolved by #1200
Sometimes though, the room gets unloaded instead of the balancer becoming unresponsive. This is probably a different bug. Reloading the page restores the previous room state.

When this bug occurs, according to tokio-console, the client connection and the (presumably) associated serve http tasks running continuously. It could be that it's not yielding to other tasks, which would block everything else from running. This is probably not a concurrency issue, its probably a logic bug causing an infinite loop.
