Just checked: it works with tox==1.7.2

I think it is still intended to work, but is not - in the past I have reported and fixed it.

So it is a regression in this case.

The relevant test is still present.

However envlist is something special cased and by now has a big code chunk backing it.

The idea behind this construct was, that templating (=copy-paste) of tox.ini is easy: only the first few lines need modifications.
