add options to read in climatology calculated from given time period? about e3sm_diags HOT 4 CLOSED

For this, if we have the Python parameters as:

test_name = 'case_scripts'
seasons = ['000101_001012', '000101_000512', '000601_001012']

It's kinda of a hack but it seemed to work for Sterling.

These climatology from different time periods are stored in the same directory, that's why we probably need more parameters to constrain the years. This will also be taken care of when the climo is implemented. When you have climo=False but start_yr and end_yr are defined, do what's explained in this issue.
