Trey, could you explicitly point out that the editorconfig file should be in UTF-8?

EBCDIC was almost universally loathed by early hackers and programmers because of its multitude of different versions, none of which resembled the other versions, and that IBM produced it in direct competition with the already-established ASCII.
Let's go with UTF-8.

Yes I think they should be UTF-8.
Does anyone actually save files in a format besides UTF-8 anymore? Please excuse my ignorance.
If this needs to be stated explicitly on the site, where should we put it? I feel like the most users don't need to bother with this fact, but it is certainly important to be aware of.

What I mean is to make the editorconfig core runs properly on those EBCDIC systems, since the current core doesn't consider such a system. I couldn't agree more that we use UTF-8 for the .editorconfig
file. This is any way not urgent, and could be closed if there is really no one need it.

I agree. If an issue arises we will address it, but no need for a ticket until then.
Some of these tickets were hypothetical issues since they were made before EditorConfig was publicly used. Now that there are users it's probably best to weed out the hypothetical issues.
