I was pretty sure I'd checked the dependencies at the time, but apparently not.
Anyway, the simplest solution is probably to create a metapackage depending on libpq5
using equivs
during the build and install it.

It's actually my fault, I added postgresql-client
in the wrong place, and you replaced pgtop
there:
apt-get -qq -y build-dep php5-cli pgtop
It should be added to apt-get install
, not apt-get build-dep
.
