Support partisan for distribution and messaging about raft HOT 2 OPEN

This is going to require a clustering abstraction (for both the topology and the messaging), so I would recommend we leverage firenest for that. Firenest abstracts out node communication and messaging, and can be configured to use Partisan (although no backend exists at the moment, building one will be very straightforward). Firenest isn't completely finished yet, but we could hook it in when it's ready. Combined with libcluster, you can have an auto-forming cluster built on either Distributed Erlang or Partisan, and switch between them with a couple lines of config.
