im getting the same correct output in both instances
verified that both sys.path (PYTHON_PATH) were identical, with the jupyter lab root workspace as the first directory prepended to it.
file structure:

[jupyter lab root]\
    notebook1.ipynb
    test.py
    helloworld.py 
    __init__.py

in both instances executing via notebook and python runner

from helloworld import Helloworld
a = Helloworld()
a.say_hi('John')

results in a
Hi John

tried also via a python console window and same result.

Did you do these tests from the root of the workspace? The only difference I can see is that I have these in a folder. Here are the files I have used:

Yes, running from within the root folder, the imports seem to work. This might end up being a JupyterLab issue?

Yep, ran all from the root of the workspace. Im thinking it has to do with the way JupyterLab sets the PYTHON_PATH? (sys.path)

Deferring for now as it's currently a JupyterLab bug

This seems to be working after the python editor is now using the proper path context when executing the python script #1071
