Hi,
If I remember well, development and production environments don't share the same default configuration for i18n. The production environment enable fallbacks for missing translations where the development one alert you by surrounding missing translations with a span.missing-translation
.
Can you tell me what rake routes
outputs if you disable i18n fallbacks in production and remove your routes.en.yml file ?

You found the source of the problem.
If I add config.i18n.fallbacks = true
to development.rb and remove the English routes file I can reproduce the problem in development.
Conversely, by setting config.i18n.fallbacks = false
into production.rb, with or without routes.en.yml, I get the correct routes for both Italian and English.
