Bundled Enso fails to load suggestions about enso HOT 4 CLOSED

Just to illustrate, in the working version I have in the logs

in the broken version the order is different

[TRACE] [2024-04-16T23:27:59+02:00] [org.enso.librarymanager.LibraryLocations] Auxiliary (bundled) library caches = List($HOME/.local/share/enso/dist/0.2.31/lib, $HOME/.local/share/enso/dist/0.0.0-dev/lib, /tmp/.mount_enso-laxMod4/resources/enso/dist/2024.1.1-nightly.2024.4.15/lib)

That's the only difference. It later continues to use 0.0.0-dev version rather than the bundled one.

Progress: Found the source of the problem. LS is not searching the engine in the bundle hence no manifestation in dev mode. Haven't yet figured out how the new property plays a role in the problem. It should be finished by 2024-04-18.

Next Day: Next day I will be working on the #9728 task. Working on a fix.

Progress: Provided a PR with a fix, tested locally the electron setup. Started investigating suggestions startup issue (#9650). It should be finished by 2024-04-18.
