Hi Rameez,

Runtime doesn't support creating a heatmap yet (unless you want to configure the renderer from a JSON 😉). You'll need to create the heatmap in ArcGIS Pro or ArcGIS Online, save it as a webmap or a feature layer, then display in Runtime. See the following links for creating heatmap in ArcGIS Pro

When you display the layer in Runtime, you can further configure the symbology rendering with AGSHeatmapRenderer
