I am not able to reproduce this issue. Could you give a little more to go on please?

For example, how do you have the actual URL of the WMTS layer set up. The IP given in your URL doesn't help in this case. Also, how are you adding the WMTS laye? Is there an additional WMS layer or OSM as op layers? Do you have the ArcGIS Online basemaps added as well? What about the initial extent? Do you have this set? If you're still getting this issue, please provide additional information from the config file.

both are basemap layers.
the first one is a OSM layer.
the second one is a WMTS layer served by Geoserver / GeoWebCache. (so IP is localhost beacuse i'm in a develop phase).
I'm adding the wmts layer: yes, it's in a cascade from a WMS layer. so the "route" for the map is a
WMS -> WMTS -> Flexviewer.

There are only two layer.
both are in the BaseMap. (using to compare, switching between them).
No arcgis Online map addded.
No initial extent.

I cannot reproduce what you are describing. I'm thinking the issue is probably related to the spatial reference that you are working with. Could you try one thing just to verify? Add an OSM basemap layer in addition to another WMTS layer, instead of your specific service, try using something like this instead. Do you still get the issue with the OVMap not displaying properly? One thing I'd like you to check is whether you have wraparound180="true" in the config.xml file. If so, please change this to false and see if you still get the same issue.
