Does the same error happen when you are using the hosted version in ArcGIS Online?
We do not recommend to use the downloadable version except if you are customizing the application.
There is more chance that your issue is related to the data you are using.
Please try to create the same tour in ArcGIS Online and/or using the User Download and let us know.

I used an on-premise map service and created a map tour from the template on ArcGIS Online. I could then set the zoom level and save it. The same workflow fails using the User Download. Thank you.

Is there any reason why the map can be saved using the ArcGIS Online map tour template but fails using the downloaded version from "http://links.esri.com/storymaps/map_tour_template_zip"? The same map service was used for both the ArcGIS Online map tour template and the downloaded version.

Sorry I missed your comments.
Not sure what you faced, it should definitely works the same in the downloadable than in Online.
We have released multiple version since September 2014, hope this resolved your issues, please let me know otherwise.
