If you're running from program files that's your permission issue.

Can you launch the game with +set logfile 2 to your launch shortcut /batch.
And upload a copy of the console log file if you can find it. Otherwise if that doesn't work, try doing +set viewlog 1 and copy the entire buffer of the external console window manually.
