Could you please provide the commit hash of the code you're referring to? I couldn't locate the commitWork function in the miner/worker.go package at commit 14eb896. Nonetheless, I'd like to share some insights that might be helpful. You can review the usage of these functions to determine their roles.

commitWork was previously used to construct a pending block upon the arrival of a new chain head, triggered by the internal event system. However, following the Merge Fork, pending blocks are now only generated upon request from the beacon client. There is no reason for retaining the legacy behavior and we remove it in master branch.
