I'm not sure how semver is meant to work for specifications. Do we add a version every time we change the spec? Only when there's something important? Do we npm publish each time?

@pufuwozu semver is about back compat and versions
- bump the patch for every change
- bump the minor for every new type
- bump the major for back compat breaking changes.

@pufuwozu another reason to semver the spec is so that people can "peer depend" on minor / major versions of the spec. That way if two modules implement different versions of the spec then npm will give you an install time error saying "these two things use different versions of the monad spec and your higher order functions will break"
