I think it's possible to do that by overriding the EntryAdmin and changing the
formfield_for_manytomany method. I think the best place to write this is in other admin.py file relative to your site.
But I don't know what is your rule for building the site available.

Would it not be better to be built as part of the overall package, instead of being customized on an individual basis?
My thought was to do it this way for hosting multiple clients under one install.

if I implement this functionnality, it will remove the possibility to publish an entry on multiple sites. And I don't think that this behavior is really generic.
The admin app is designed to be extended easily with the register unregister mechanism.
For confess, I have already done that for my professional project and thought that is not a good idea to write it in the main package.
I saw somewhere on a website an image saying "The Admin is not your app".
I like this idea and try to stuck to this concept.
