I don't understand the question. You can pass it using a parameter or environment variable. You want to pass a path to a txt file?

Yeah, I'd like to have a txt file that I would commit in git and change before each release to reflect changes. This way I don't have to change Fastline configuration on each release.

If you're using fastlane, this is easy:
In your Fastfile:
pilot(changelog: File.read("changelog.txt"))from pilot.
