Yes there is a lot and I'm aware I've not really given any test code to provide coverage. Also up until Winter'13 it was hard to test code that made callouts, thankfully you can setup dummy request and responses, check the Apex docs. Its best in general to comment out the bits your not using.
Your idea, though interesting, would probably raise a few security concerns to those using it, as any work / data would be passed through the org hosting the API. Its not as if it is real data, just metadata, but I can see some customers having an issue with this.
I think your question really raises the point of making it easier to build Apex Libraries on Force.com, one solution is to put this in a managed package and provide push upgrades of it into subscriber orgs. However as your saying code coverage of the entire API is quite an undertaking.
