Apologies for the delay in getting back to you. Yes this is possible via the Retrieve Page (note there is a known issue with this page that may cause it not to retrieve the first time, simply refresh the page and try again). I created a Test Custom Label and was able to retrieve it like so, via CustomLabel and also all of them via CustomLabels.
NOTE: That the Metadata API 'retrieve' call returns a zip file, hence some client processing is needed to help Apex decode this information. Note that you can use Label.test in Apex code, but unfortunately there is no generic way of doing this without going through the Metadata API.
