In Webhook, I figured it makes the most sense to put webhook.js in a src subfolder, and tsc outputs to build. As suggested by geeksforgeeks, I added a script for npm start which uses nodemon and ts-node to run the Express files w/o having to recompile them every time.

To test the compiled output, we can run npx tsc (or tsc if typescript is installed globally), and I modified the upload-test/upload-qa scripts to do that compilation.

IMPORTANT NOTE: Because all folders named build are ignored via .gitignore, and we can't reasonably expect to convert ALL routes/scripts at once, I've made a temporary folder build_tmp which contains un-ported JS scripts and will be the output for compiled TS. When we're done, we can remove the folder entirely and switch to compiling into build .

When we merge the new branch (63-typescript-primary) we can squash the changes into one commit if we want, which should hide the build_tmp mess from the repo history. That being said, please make sure to not commit the compiled TS->JS files in build_tmp.
