Compare #91. What happens if same bot, same match is scouted by same or different Orgs? How/who reconciles, or do you take mean?

Each match scouting record is unique to a set of organization ID, event ID, match ID, and team ID. A scout can resubmit values for a given scouted match, they just overwrite the previous record - but only for their organization. There won't be any impact to other organizations.
We could simplify this a bit by thinking about removing the "Reset the FRC data" bit; the relationship there is that the app currently uses the state of the FRC data feed to know which matches have not yet been played. So right now when an admin "resets" (temporarily clears) the FRC data element for a match, the app thinks it hasn't been played and it pops up in the dashboards for the scouts to re-scout it. Taking out this dependency on the FRC data feed could avoid confusion in a case where multiple teams at the same event are all using the app.
