Are you able to reproduce this if you use testWidgets? You are using test, and as noted on the page you linked to:
Only use testWidgets to declare your tests. Otherwise, Flutter could report errors incorrectly.

Ah, that is it.
I wonder it would be possible to write a lint rule to prevent the use of test() inside of integration_test/.

@stuartmorgan - I was able to reproduce this using testWidgets by having a failure in setUpAll(). When an exception is thrown in setUpAll() the tests as a whole fail on iOS/Android, but I still see "All tests passed" on web.

The unexpected behavior is similar (test runner reporting "All tests passed" when tests have failed and/or have not completed) but the reproduction is very different. I am unsure if they have the same root cause.
I will let you decide if you would like to combine the issues. I have provided a minimal reproduction. If this issue is closed in favor of the other one, the minimal reproduction I have provided should be added to the other issue to ensure it isn't closed without solving this case as well.
