I actually had a problem in production in which I was implementing a TextEditingController and that method becoming private made some screens not change focus between TextFields as I stated in #148692.
Later today I'll try and recreate a minimal reproducible code to show that.

It is a useful utility function
I wonder when / why are you performing the isSelectionWithinTextBounds check? In principle the check should always return true as the selection range should never exceed the length of the text.
