This is working as intended. Validation rules are never "triggered" — they are constantly evaluated in response to the changing state of their dependencies (usually just the input they are on, but sometimes based on multiple inputs like the confirm rule). There are many reasons for this, for example, it would not be possible to know the validity state of the form if we only performed validations based on the visibility state. This is why that prop is validation-visibility.

In your case, perhaps you would want to hide the loader until the messages are visible. Something like this:
