Root cause for this issue is that loop.max_part=0 for loop devices on wheezy and therefore only the first partition is discovered by losetup. Check with cat /sys/module/loop/parameters/max_part.
Fix: Add following text loop.max_part=15 at the end of /boot/cmdline.txt and reboot. Then losetup will be able to discover the second partition on the image.
