I think the key to finding a good name here is to consider
the function currently called “strategy_add”: What should
that be called?

Maybe “add_command" ?

That would suggest we call this “command.sh” and talk
about “managing the list of commands.”

There are also similarities to job queues, batch queues, or
work scheduling, so maybe “scheduler”? (Since it
does determine the order in which all operations will
be performed.)
