We can't change the license for code other people wrote.
If you want a GPL compatible RADIUS client library, see the library shipped with FreeRADIUS.

I understand, but as I understand the "other people" (i.e., NetBSD) have already relicensed that code.

Thanks for the hint though. I was unaware that the free radius package includes a client library already. Maybe it would be nice to mention that there: http://freeradius.org/freeradius-client/

The NetBSD people have re-licensed their code. They haven't re-licensed this code. Do re-license it would mean doing an audit of what code can be replaced by upstream code with a different license.
We can't just re-license existing code, unless the author(s) give us specific permission
