I just tried it and those shortcuts work for me:
Do the default shortcuts work for you, but not your chosen ones? There could be something interfering with those shortcuts. I remember there being an Intel display control panel that I think took over those shortcuts by default. You can turn off the global shortcuts to make them work again.

I have AMD processor, so it is not Intel driver related.
I also tried other shortcuts without success.

Just to be clear, these shortcuts only work when the QuicKey menu is open. Select a tab with the keyboard or mouse, then press your shortcut to move the selected tab to the left or the right of the current one. The QuicKey menu will close and the tab will be moved.
Can you also try using these shortcuts for other commands, like copying the URL of the selected tab? If that also doesn't work, then it's likely some other process is intercepting the shortcuts.

This is the problem: "these shortcuts only work when the QuicKey menu"
Is is possible to change this behaviour?

I'm not sure what it would mean to work when the menu is closed. How would you select a tab to move to the left/right of the current one?
