I'm pretty sure this goes directly against the quality standards for Hacktoberfest:

2. Something that's clearly an attempt to simply +1 your PR count for October

The point of Hacktoberfest is to encourage people to actually do productive changes to open source projects, not simply to increase the count of PRs. If you want to make a repository and put a Hello World project to get the practice, that's fine, but it's not what Hacktoberfest is about.
