.NET core and and the new project format is not supported by the build actions. I will add this to the readme.md

I have the same issue in a .NET 4.6.2 library. I think it could be due to the new csproj layout, not specifically .NET Core.

In that case, I think it would be solved if SpecFlow itself implements support for the new csproj layout.
It is currently being worked on: SpecFlowOSS/SpecFlow#649
