`ox.shortest_path` returns `None` about osmnx HOT 3 CLOSED

I reported here because I didn't find any similar answer when searching for questions like "OSMNX shortest_path return None".

Since you don't think this is a bug, would you mind shedding some light on the root cause? Is it about the insufficient graph data in that region? Also, I have to come up with a backup plan when queries like this fail, do you have any recommendation?
